Paul Rosenberg – Many of us, either in whole or in part, have withdrawn our consent from the current ruling regime. Up till now, however, I’ve never seen a form to document such a thing. Below you will find one. (Also available as a PDF.)
I am under no impression that any ruling regime will acknowledge such a form, but I think it’s a healthy exercise to specify what you consent to and what you do not.
The form should be self-explanatory.
Withdrawal And Specification Of Consent
I, ________________________________, residing within the politically dominated territory commonly known as _________________________, hereby withdraw my consent as specified below. I revoke any consent, express or implied, assumed or claimed by any political entity, except as specifically stated in this document.
FURTHERMORE: Money or other valuables taken from me by force, threat, or other compulsion SHALL NOT be understood to be tokens of any consent on my part, except as specifically stated in this document. Nor shall my continued residence in the territory of the above specified political entity be taken as evidence of my consent. Nor shall filing papers, making public displays, or any other type of overt act be required of me to demonstrate my lack of consent; the endorsement of this form alone shall be sufficient.
The specific lines that I authorize are noted by my initials, which I have written by my own hand.
Therefore, I, ______________________________, specify the following:
SECTION ONE: FOREIGN WAR
1. ____ I do NOT consent to the political entity mentioned above engaging in any foreign warfare, at any place or at any time.
Alternatively:
1.1 ____ I consent to the political entity mentioned above engaging in foreign war ONLY when ___% of adult voters, in an honest election, vote to authorize a single, specific war, against a single, specific opponent. Each new war must be authorized in the same way.
1.2 ____ I consent to the political entity mentioned above engaging in foreign war ONLY when a formal and specific declaration of war has been properly approved according to the constitution of the said political entity. Furthermore, this consent shall be limited to a single, specific war, against a single, specific opponent. Each new war must be authorized in the same way.
SECTION TWO: TRANSNATIONAL WAR
2. ____ I do NOT consent to any form of transnational war being undertaken by the political entity mentioned above, be it a “war on drugs,” a “war on terror [sic],” a “war on cybercrime,” or any other form of transnational war.

2.1 ____ I consent to the political entity mentioned above engaging in transnational war ONLY when ___% of adult voters, in an honest election, vote to authorize a single, specific war, for a single, specific cause. Each new war must be authorized in the same way.
2.2 ____ I consent to the political entity mentioned above engaging in transnational war ONLY when a formal and specific declaration of war has been properly approved according to the constitution of the political entity referred to above. Furthermore, this consent shall be limited to a single, specific war, for a single, specific cause. Each new war must be authorized in the same way.
SECTION THREE: TAXATION
3. ____ I do NOT consent to the political entity mentioned above taking money in any form from me by any means whatsoever. I further claim that any compulsion placed upon me, my business partners, employers, or any entity owned by me, to deliver value to the political entity mentioned above shall be deemed a criminal act.
Alternatively:
3.1 ____ I consent to the political entity mentioned above taking money from me when authorized by a vote of ___% of adult voters in my territory, in an honest election.
3.2 ____ I consent to the political entity mentioned above taking money from me, but ONLY in the case when I can specify how it will be spent. In this case, I shall be given a list of line items, no less than 50 in number, and from these I shall specify how the money taken from me will be spent. This distribution of funds, specified in my hand, SHALL NOT BE CHANGED.
3.3 ____ I consent to the political entity mentioned above taking money from me, but ONLY up to ___% of my gross income.
3.4 ____ I consent to the political entity mentioned above taking money from me, but ONLY based upon an independent audit of the services I have actually used in the previous year. At no time shall my taxes exceed the fair market value of the services received. Furthermore, the data upon which “fair market value” is based shall be publicly available for comparison.
SECTION FOUR: PRIVATE CONDUCT
4. ____ I do NOT consent to the political entity mentioned above restricting, restraining, punishing, forbidding, surveilling, or in any way meddling with the private actions of individuals that cause no damage beyond their own persons or property.

4.1 ____ I consent to the political entity mentioned above restricting, restraining, punishing, forbidding, and/or surveilling the specific private conduct of ___________________ ________________________________________________________________ and/or ___________________________________________________________.
SECTION FIVE: MOVEMENT
5. ____ I do NOT consent to the political entity mentioned above operating, authorizing, or approving general roadblocks of any kind.
5.01___ I do NOT consent to the political entity mentioned above operating “speed traps,” using “radar detection,” “aerial detection,” or authorizing their employees to act as roadside predators, lying it wait for violations of rules. Further, I do NOT consent to traffic citation quotas or their like, at any time.
Alternatively:
5.1 ____ I consent to the political entity mentioned above operating general roadblocks (with associated searches and seizures) in the following circumstances: _____________________ __________________________________________________________________ ____________________________________________________________.
SECTION SIX: LAW
6. ____ I do NOT consent to the political entity mentioned above imposing or enforcing any law upon me that I have not, prior to such time, specifically consented to in writing.
6.01___ I do NOT consent to the practice of civil forfeiture, whereby employees of the entity mentioned above seize property without personal crimes being proved.
6.02___ I do NOT consent to any restriction upon the rights of jurors to be told – by any means – of their rights as jurors.
Alternatively:
6.1 ____ I consent to the political entity mentioned above operating systems of law, provided that they do NOT – IN ANY WAY – violate, extend, embellish, or in any way override or ignore the following document(s): _______________________________________________________________________________________________________________ _____________________________________________________.
SECTION SEVEN: TECHNOLOGY
7. ____ I do NOT consent to the political entity mentioned above controlling, restricting, or forbidding any type of technology, save as may apply under Section Six. I further do not consent to the political entity mentioned above gathering, controlling, or distributing research funds. If, pursuant to the consents given in this document, the entity engages in research strictly of its own and at its own cost, for ends consented to in this document, I do consent to such research.
Alternatively:
7.1 ____ I consent to the political entity mentioned above controlling, restricting, or forbidding the specific type(s) of technology known as __________________________________________________________________________________________________ ______________________________________________________.
SECTION EIGHT: FULL WITHDRAWAL OF CONSENT
8. ____ I do NOT consent to the existence of the political entity mentioned above. If others consent to the existence of aforementioned entity, I will apply no coercion against their wishes.
SECTION NINE: REVISION
I reserve the right to modify my consent in the future. However, in order to show a decent respect to the opinions of mankind, it shall be my obligation to make my modified wishes known by posting a form similar to this one, or some other clear and substantive document accomplishing the same end, to a public internet page or other public forum as conditions allow. I shall further make copies of the document available to parties expressing a legitimate interest in it.
SECTION TEN: CONCLUSION
ACCORDINGLY, if the above-named entity, its assigns, successors, or any party claiming similar rights fails to honor the wishes that I have specified in this document, they shall henceforth be regarded as criminal entities.

I mailed in my withdraw of consent to be governed forms.
Governor, attorney gen, tax department.
Took them a few weeks to respond.
They stopped (apparently) all tax collection against me.
BUT now they tell me I HAVE to go to the courthouse and file a lien release document.
AND pay filing fees and court costs.
If they cannot govern me then how can they make me do anything, especially to release a lien that THEY put on me?
Sure could sue some advice here.

What are the ramifications of withdrawing consent to be governed?
Mailed in my withdraw consent to be governed.
Governor, State Attorney Gen office, and tax department (State).
For some reason the mailing address for the tax department is on their web site but not in the post office computer.
I suspect some kind of fraud.
Now I have to wait and see if they steal my money or do something TO me.
I did not send one to the Federal Government.
My beef is with the State for now.
Wondering about section 3 – What about tax refunds, especially from a previous year or more?
Also, to WHOM is this form to be sent?
Governor? Courts? Tax department? DMV?
Can you withdrawal consent from a state and not the federal government?
How do you enforce your rights if they steal your money and property???
Lawyers cost a fortune which many cannot afford.
And who wants to be dragged repeatedly in and out of court?
How come the following was not added?

Yes Barbara, there are consequences, that effect not the one withdrawing, but also those closest to them…
When i first pulled out i suddenly felt how alone i was in this…i felt regret, anxiety, a sense of bewilderment, anger, frustration, deceived, i had no idea where to go or how get there at first, all my years of study had been for naught because as i was prepared for the paper side of things, however i was by no means anywhere near prepared for the real side of it, and the repercussions came quickly.
Another thing that isn’t mentioned by many is,….when one first gets out right at the start they will be tested, the system will buck back, and they will test one on their knowledge and application of their pieces paper.
This too is where many fall apart for their lack of knowledge (ignorance) of the contents of their paperwork, their lack of knowledge on how to apply it, what any of it means, and how to approach certain situations…
There should courses set up for those who really want to attempt this sort of thing before they go and shovel paper everywhere.
I knew the system wouldn’t recognize, acknowledge or give credence to the paper work i sent in and it was something i hoped they wouldn’t do, i wasn’t asking for their permission to do it, i was doing it whether they approved of it or not, i was merely informing them that this Human resource shall no longer be a resource available to them, this is why the papers were sent, and not “submitted” to them, and i had thrown in an added bonus of giving them a certain time to respond or the contents therein become acknowledged and enforceable by their acquiescence, they had no choice in the matter.
I had figured out that if i applied Newtonian physics to law (Newtons third law of motion, for every action, there is an equal and opposite reaction)meaning that action is brought against someone in court, they provide the opposite reaction in the form of a dispute, and the court occupies the “equal” or neutral position in an arbitrary capacity, all i had to do was not cause dispute and it would put me in the “equal” or neutral position in law, i can communicate with them in differently from i used to, on an even par now…
I was pulled over the other day, the first thing i did was to turn the car off, get out of the car and walk towards him, the cop exited his vehicle and walked toward me, he asked me for a name, i replied calmly “am i under any obligation to provide you with that information”? he said “yes, you are required by law to give me that information”, to which i replied, “O.K fair enough, what law requires me to do that”?, he said “Its the law”, “Yup, you just dais that, however, i’m asking which law in particular requires it”, his response was, “I will just go and look that up for you”.
from there on out the transaction was dead, and decided to “cop” an attitude with me, i gave him no details so he went and asked my passenger who gave him details, i walked up to his car and he turned his handheld device toward me and asked, “is this your name”? to which i replied, “its a name”…he then asked “is this you”? i said, “No it isn’t, its a handheld device, i am standing over here”…”just renew your license” he told me, i said “I am under no obligation to that, and my reasons for not doing so are my own, you haven’t proven i’m under any obligation to explain them to you”..”look im just trying to help you out here” was his response, to which i replied “Well thank for that, but i don’t recall asking for your help or requiring your services”
He got angry and told me to leave with my “No license attitude”, to which i replied “Gladly, i shall take it to the same place you keep your ignorance of the law, have a great day”, he reckons “NO YOU HAVE A GREAT DAY” in aggressive tones, i just replied “Only if you have a better one” he drove off like a madman…
The point of that exchange is, it went from him looking down on me like a parent scolding a child to him sitting in his car and me standing at his window…the roles got reversed and he didn’t know how to react to it and shot off like a bat out of hell, thats my rhetoric to others now, don’t create contraversies and deal with them in way that haven’t been trained for, ask questions, be calm.

I have written one similar to this about five years ago and sent it to the Prime Minister, the Attorney general and the solicitor general, one was a declaration (of independence) and the other a claim of right (constitution), the constitution didn’t grant me rights, it merely listed the ones i choose to exercise, which is why if they read their human rights act to me and ask if i understand, i reply “no”, simply because there are maxims of law that state, “Non in legendo sed in intelligendo leges consistunt” (The laws consist not in being read, but in being understood), “Nemo praesens nisi intelligat” (One is not present unless he understands), “Scire leges, non hoc est verba eorum tenere, sed vim et potestatem” (To know the laws, is not to observe their mere words, but their force and power)
As i had clearly stated that their legislative acts, statutory regulations, ordinances,…etc do not apply to me, i did not expect them to recognize my declaration and constitution in return, that is fair, i (and they too) know that it was written, sent and received by them and can be proven if need be, the reason is because what i wrote applies only to me, and the i studied “law” to know their boundaries in regard to their “duties”, obligations and responsibilities.
I have seen many come to grief by thinking they are above the law in regard to withdrawing their consent to be governed, they down load templates like these and never fully understand what is written in them, or how to apply their newly found freedom, some go off with half-cocked notions they can on take cops at the side of the road, or lawyers, judges and court employees in the courtroom, they watch a few videos, read a few articles but never delve beyond the complexities of things to find that which really lies beneath.
Some never fully know themselves before they trod off and throw pieces of paper around that they can’t give explanations for when questioned on them, i have experienced this many times, when i have asked, “what does this word mean”? or “how does this particular paragraph work”? or even “what are acts of parliament”?, most of them do this sort of thing out of anger, and don’t fully realize the real changes that take place once the ball is in motion.
I have addressed “sovereignty” groups on this and other matters, most that attend are ignorant of the law (i mean ignorant as in simply not knowing), they have no idea that withdrawal is exactly that, they are giving up the benefits, privi-leges and services of something that has sustained them their entire lives.
There are physical, emotional and psychological consequences for doing something like this, and i believe that this is the real kicker for most when they first withdraw, they never get told about the withdrawal symptoms and reactions to being ripped from a life they have become accustomed to, the social boundaries they are about to shatter and the reactions of those still within it.
There is alot more to this than just a piece of paper and i beg that anyone who uses it to please, please please be careful, do not create controversy where there need not be any, and to please research, research, research.
